NPRPD Officer Downey Resigns After Motorcycle Arrest

New Port Richey Police Officer Francis Downey has resigned after he was arrested last month when Hernando County deputies said he fled when they attempted to pull Downey and his “girlfriend,” Tiffany Brush, over for speeding in Spring Hill. Brush later crashed her motorcycle and was injured before being apprehended by deputies at an area hospital receiving treatment.

Downey had been charged with Fleeing and Eluding law enforcement, but those charges were dropped because of insufficient evidence at a hearing on April 19th, according to court documents. However, prior to that hearing and before New Port Richey Police could conduct an internal affairs investigation, Downey resigned on April 14th, according to the Department.

Investigators met with Ms. Brush as part of the internal investigation, and Brush told them that she met Downey while riding with a motorcycle group in Pasco and they began dating. Downey is married with two children. Brush said that she was upset that Downey did not return to help her after she crashed. “He should’ve stopped. Especially since he is a cop… He saw me,” Brush said in the report, “There’s no way he didn’t see me.”

Downey still has a pending traffic charge for excessive speed with a court date that was moved to June.
