New Port Richey leaders took action to create a clear chain of command in the absence of its Police Chief or City Manager Tuesday night.
Lieutenant Robert Close was promoted by City Manager Debbie Manns and Police Chief Kim Bogart to the post of Deputy Chief. Close began with the department in 1995 and was promoted to Corporal in 2007, Sergeant in 2008, and Lieutenant in 2014 under Chief Bogart. Bogart said that Close was “raised in law enforcement and has served the NPRPD for 19 years. December 16th will begin his 20th year.”
City Manager Debbie Manns had nothing but praise for for the department, Chief Bogart, and Deputy Chief Close, saying that she was “honored” to announce the promotion.

Deputy Chief Close spoke briefly after a short pinning ceremony. “I am very excited about this opportunity to serve at a higher level,” he said, “I am looking forward to serving the public.”
Council members also unanimously approved City Manager Debbie Mann’s choice of Kim Bogart as Acting City Manager in the event of Ms. Manns’ absence. Manns said that she believed that Chief Bogart is “more than qualified” for the responsibility.
With those two appointments, the city leadership has a clear chain of command in the event of an emergency of absence.
