The City of New Port Richey is partnering with SWIFTMUD to provide rebates for residential or nonresidential potable water users who have toilets installed before 1995 (and that use 3.5 gallons per flush or more) with a $100 rebate for purchasing a new, low flow toilet. I will be checking with the City for more information and the application form so I can post it here for you!

EDIT: I heard back from the City. Here’s their PDF brochure. You’ll have to call the number listed to apply for the program.
